Verhoest Pascal

Pascal Verhoest is professor of Political Economy of Communication at the Free University of Brussels (VUB), Research Manager of the research centre for Culture, Emancipation, Media and Society (CEMESO) and Lecturer in Didactics of Social Sciences. In 1996, Pascal obtained a PhD in Social Sciences at the University of Brussels. He has continued holding a chair at the university ever since.

From 2010 to 2014 Pascal was temporarily appointed as Research Manager at Artevelde University College in Ghent (B). His assignment was the reform of the organisation of research and services of the University College and to develop its capacity to attract new contracts and subsidies. Prior to this, he worked for the European Commission, as national expert. His main task was the elaboration of the eGovernment Action Plan of the European Commission for the period 2011 to 2015. Pascal was seconded to the European Commission by Fedict, the Federal Agency for ICT of Belgium, where he was responsible for development of the e-Society Programme in 2008. Prior to 2008 he was Chief of Cabinet of the Federal Ministry Informatisation (Belgium). 

In 2006, Pascal acted as crisis manager for BruDISC, a support centre for ICT research and business development financed by the Brussels-Captital Region. He was seconded to BruDISC by TNO, the national research organisation of the Netherlands. Between 1998 and 2005 he was respectively a Division Head and Senior Strategist for TNO Information and Communication Technology (formerly TNO Strategy, Technology and Policy). Between 2001 and 2004 he also acted as director of the European Network for Communication and Information Perspectives (ENCIP), a European Economic Interest Grouping of research organisations in ICT. His main contractors were the European Commission, the OECD and several national European governments.
